Accept / Decline Relationship is only available to new relationship proposals waiting for acceptance.
From My CargoSmart Center:
Select Manage Relationships
Choose a new relationship proposal that is waiting for your acceptance
Select Relationship Details
Choose accept or Decline
If accepted, the relationship will become
active after the proposed effective start date. If declined, it will become
a rejected proposal.
